​Referendum on the adoption of the Grimston, Pott Row, Roydon & Congham Neighbourhood Plan

1. The referendum will take place on Thursday 22 August 2024 to decide on the question below: ‘Do you want the Borough Council of King’s Lynn and West Norfolk to use the Neighbourhood Plan for Grimston, Pott Row, Roydon & Congham to help it decide planning applications in the neighbourhood area?’

2. The last date for registering to vote in respect of the Neighbourhood Planning Referendum is Tuesday 6 August 2024.

3. New postal vote (including proxies applying to vote by post) applications, changes or cancellations to existing postal, postal proxy or proxy votes must reach the Electoral Registration Officer at King`s Court, Chapel Street, King`s Lynn PE30 1EX by 5 pm on Wednesday 7 August 2024.

4. New applications to vote by proxy (not postal proxy) at this referendum must reach the Electoral Registration Officer at King`s Court, Chapel Street, King`s Lynn PE30 1EX by 5 pm on Wednesday 14 August 2024.

5. New applications for Voter Authority Certificates (VACs) at this referendum must reach the Electoral Registration Officer at King`s Court, Chapel Street, King`s Lynn PE30 1EX by 5 pm on Wednesday 14 August 2024.

6. Applications to vote by emergency proxy at this referendum on the grounds of physical incapacity or for work/service reasons must reach the Electoral Registration Officer at King`s Court, Chapel Street, King`s Lynn PE30 1EX by 5 pm on Thursday 22 August 2024. The physical incapacity must have occurred after 5 pm on Wednesday 14 August 2024. To apply on the grounds of work/service, the person must have become aware that they cannot go to the polling station in person after 5 pm on Wednesday 14 August 2024.

Commencement of Neighbourhood Plan examination

 

In June 2023, the Borough Council, in agreement with Grimston Parish Council (Qualifying Body) appointed Ann Skippers to examine the Grimston, Pott Row, Roydon and Congham Neighbourhood Plan. The examination will test whether the Neighbourhood Plan fulfils the basic conditions, that the Plan:

  1. has regard to national policies and advice contained in guidance issued by the Secretary of State;

  2. contributes to the achievement of sustainable development;

  3. is in general conformity with the strategic policies of the development plan in the area;

  4. is compatible with European Union (EU) obligations and European Convention on Human Rights (ECHR); and

  5. does not breach the requirements of Chapter 8 of Part 6 of the Conservation of Habitats and Species Regulations 2017
